CryptoFlow (CFL) wallets updated to 1.3.0

Flits has updated the wallets of CryptoFlow (CFL) to the latest version (1.3.0).

This version changes the reward structure and adds a collateral increase at block 1,400,001 (about 68 days from now)

This is not a protocol update, and therefore doesn't require a masternode restart.
